libpgpool-dev software package provides pgpool control protocol library - headers, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libpgpool-dev
libpgpool-dev is installed in your system.
Make ensure the libpgpool-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libpgpool-dev *
You will get with libpgpool-dev package name, version, architecture and description in a table
